Remove locks from scheduled jobs

- Reduce duplicate queries
- Remove n+1 queries
- Add accounts count to detailed view
- Add separate action log entry for updating existing domain blocks

Also:

- Fix locks not being removed when jobs go to the dead job queue
- Add UI for managing locks to the Sidekiq dashboard
- Remove unused Sidekiq workers
